Zambales Rep. Mitos Magsaysay urged the government to fight for the rights of the Philippine workforce to have a “reasonable” price increase and explore ways to alleviate their growing expenses brought about by unabated rise in the prices of goods nationwide.

“The government must be able to respond to the needs of the workforce and determine through its consultations why the proposed wage hikes and the amount that companies are willing to shell out are miles apart. It is the job of the government to seek a compromise that would result in a win-win for both camps,” she said.

“On the one hand, we have the labor sector pushing a P90 across the board increase while on the other, we have the employers saying that they can only afford to raise the wages by P8 a day. The government needs to set standards in determining which scale to use so that at the end of the day, the expenses of the companies are not compromised and yet the workers still get increases that will help them cope with their growing expenses,” she added.

Magsaysay lauded the government’s objective to impose the wage hikes before the month is over but cautioned them into agreeing to a token increase that will accomplish nothing but prove that the government has fulfilled its promise.

“Wages should serve the needs of the people. When they work hard, they should be compensated reasonably. That is the rule of the thumb. If the government agrees to a pittance of an increase, they are doing the people a disservice, but they should also consider the business climate for employers in order to ensure that their businesses remain afloat and be able to generate more jobs. It’s a tough call, but there is always a middle ground where everybody would be able to sleep at night, and for this to be reached, both sides must be open while the

government should remain firm and just for the sake of all.”

House Deputy Speaker and human rights advocate Lorenzo “Erin” R. Tañada III called for the removal  of contractualization and declaring it as illegal in our labor laws.

“The fight for just wages is further complicated by the security of tenure of our workers.  They have been bearing the brunt of globalization and  cut-throat competition of businesses.  It is just but proper for them to have security of tenure after having proven that they are qualified and competent for the job.  They should only be removed for cause,”  Tañada said.

He expounded though that the outlawing of contractualization will find deeper meaning if there is an honest –to-goodness economic development plan that provides a rational link between our agriculture, industry and service sectors with due regard to the challenges of the environment and climate change.  He also encouraged the creation of more social enterprises – worker-managed, community-based and supported by both local and national governments.

“There are several models that are currently working – the Altertrade in Negros, producing exportable muscovado sugar, owned by former sacadas is one nice model to look at,” he cited.

He also called for profit-sharing schemes,  productivity-based wage increases, allowing workers to have equity  or shares in the company, done in the full spirit of transparency with regard to the company’s financials.  Doing so  will  create an environment of mutual trust and respect between workers and the management and both parties will strive to make the business survive without cutting down wages and the number of workers.

He expressed high hopes that a just wage with security of tenure is possible under the Pnoy administration.#

SAN FERNANDO CITY -The National Nutrition Council (NNC) LUPang Ilocos Region conducted a regional recipe development contest  at the ORT Development Center, here onapril 23.

As part of this year’s kick off activity for the Nutrition Month celebration with the theme “Pagkain ng gulay ugaliin, araw-araw itong ihain”, the contest was designed to develop low-cost, easy to prepare, and nutritious recipes. It also aimed to showcase each region’s traditional recipes and the various ways of cooking vegetables.

The winning recipes will be compiled into a recipe book that will be printed as an IEC material for distribution to the Pantawid Pamilyang beneficiaries or the Conditional Cash Transfer (CCT) Program beneficiaries of the government.

Six entries were identified for the cooking contest proper out of  twenty-four recipes  submitted to the regional office from all sectors region wide.  The recipes included  “kangkong linambonan” of Tagudin, Ilocos Sur; “kangkong at talong sa bagoong alamang” of Batac City; “saluyot burger” of DOH- CHD I San Fernando City; ‘bola-bolang kalabasa at alugbati with malunggay sauce” of San Fernando City; “tortang pinakbet” of Urdaneta City; and “vegetable lumpia con peanut” of Laoag City.

Cash prizes and certificate of participation were awarded to Delia Y. Cristobal and Francis Luida G. Garcia (Laoag City, 1st Prize, P10,000.00); Markjim Repojia and Mary Ann Repojia (Urdaneta City, 2nd Prize,  P8,000.00); Elenette T. Bucasas (City of San Fernando, 3rd Prize,  P6,000.00).

A consolation prize of P2,000 each and certificate of participation were awarded to Bernabe Garcia, CHD I, San Fernando City, La Union; Amelita F. Dahuya, Batac City; and Evangeline T. Acosta of Tagudin, Ilocos Sur.

The board of judges: Rita P. Reyes, Dietitian III of Ilocos Training and Regional Medical Center (ITRMC); Jasmin Michelle B. Calica – full time food service supervisor of Max’s Restaurant, San Fernando City and part time instructor at Sea and Sky College; and Doris Joy C. Garcia – vice-chairperson to the Regional Nutrition Planning and Evaluation Team (RNPET) and senior agriculturist of the DA-RFU I..

Regional director and RNC chairman Myrna C. Cabotaje of Center for Health and Development I (CHD I) thanked the various partner agencies and all the contestants with special mention to the finalists and to the media practitioners for their role  in the information dissemination of the contest.

Cabotaje said food and nutrition are important aspects in our lives in order to achieve our wellness and optimum health being, and that through this kind of contest, people will be encouraged to increase their intake of locally available fruits and vegetables.

The oldest people/folks come mostly from the Ilocos Region because they consume more vegetables that give them longer lifespan, she said.

Cabotaje challenged everyone to put Ilocos Region on the map, and be known for sumptuous local vegetables and people with longer lives.#

REGISTERED nurses who were trained to become Customer Assistance, Relations and Empowerment Staff (CARES) of the Philippine Health Insurance Corporation (PhilHealth) were finally deployed to accredited hospitals last May 2, 2012.At the Communication and News Exchange (CNEX) Forum at the Philippine Information Agency recently, PhilHealth President and CEO Dr. Eduardo P. Banzon formally announced the deployment schedule, emphasizing that the move was designed to provide PhilHealth members with essential information about their benefits at the point-of-service. “We are initially sending 530 registered nurses to set up post at selected accredited facilities to provide customer assistance to our members and ensure that they are able to avail of their benefits outright,” Banzon said.

He added that these nurses were carefully screened from among 23,000 online applicants and were extensively oriented and trained on current PhilHealth policies and guidelines, benefits, membership procedures, accreditation requirements and other basic information that members and accredited providers might need.

The CARES were deployed in all accredited Levels 3 and 4 hospitals, and Levels 1 and 2 government hospitals on rotation basis. They will be at their posts Mondays to Fridays, from 9:00 a.m. to 5:00 p.m. and on Saturdays, from 9:00 a.m. to 2:00 p.m. Aside from responding to basic member and stakeholder inquiries, the CARES may also be tapped to administer surveys and studies initiated by PhilHealth. “They will not, however, collect premium remittances from existing or prospective members at the hospital,” Banzon clarified.

Prior to their deployment, the CARES underwent a two-week intensive training on various aspects of the PhilHealth operations. The trainings were conducted simultaneously in all regions nationwide from April 16-27, 2012. “By now, the CARES are expected to have a comprehensive knowledge about PhilHealth policies, programs and benefits to guide them in responding accurately to our members’ information needs,” the PhilHealth Chief said.

Participating retained hospitals of the Department of Health (DOH) shall station the CARES in dedicated PhilHealth Desks, while other government hospitals may situate the CARES near the Social Welfare office or any social worker agency within the hospital. LAGAWE, Ifugao – The Ifugao Electric Cooperative (ifelcop) recently energized 17 sitios in four towns in the province serving more than a hundred households.

General Manager Jaime Pe Benito said that their office was able to complete the electrification of said sitios in the municipalities of Asipulo, Hungduan, Lamut, and Tinoc with initial 183 household connections.

He explained that the funding of the project was through the effort of Ifugao Congressman Teodoro Baguilat Jr. and subsidy of the National Electrification Administration (NEA).

The general manager bared that IFELCO has provided kilowatt hour meters and 30 meters service drop to first 30 indigent member consumers who had applied  for house connections in the said 17 sitios.

“With the extension of electric service to far flung places, it is expected to uplift the living conditions of rural people since energization is a factor of their economic condition,” Pe Benito added.

Meanwhile, Pe Benito said that energizing all far flung areas in the province is their top priority in support of the national government electrification progra.

“Our office plunged into the project after Presidente Benigno Aquino III gave full support by approving funds for rural electrification in the country,” said Pe Benito.#

TUGUEGARAO CITY, Cagayan – The Bureau of Fisheries and Aquatic Resources has re-issued the ban on the exportation of elvers (young eel) in a bid to stop the rapid exploitation of said species.

The decision to reinstate the ban emanated from a recommendation made by the BFAR regional office here, after it has observed the excessive, widespread and unceasing exploitation of elvers.

The gathering frenzy, which encompassed almost all coastal towns of Cagayan, is a result of the sharp rise in the buying price of live elvers. From 2,500 pesos last year, buying price suddenly went up to 17 thousand to 28 thousand pesos from January to March this year.

Elvers or eel fry, locally known as ‘dalara’, are gathered in river banks in estuarine areas and sea shore thru the use of set nets (tanggar) and push nets (dus dus). The fry are shipped to Manila for export to other Asian countries. Eel is a delicacy in Japanese cuisine and is also preferred by the Chinese and Koreans who believe that its blood is a source of strength for men.

“If we don’t impose the ban then there is a high chance that eel will be like Ludong,” Dr. Jovita Ayson, referring to another high priced but dwindling indigenous species that the BFAR is trying hard to revive to date. The BFAR RO2 Regional Director added that her agency will work with the local government units on the preparation of local legislations needed to manage and protect not only eel but other indigenous species.

The ban on the exportation of elvers is embodied under Fisheries Administrative Order No. 242. The FAO carries a penalty of  eight years imprisonment, confiscation of catch or a fine equivalent to double the export value of the same and revocation of fishing and/or export permit. FAO 242 was approved by DA Sec. Proceso Alcala last April 10, 2012 and shall take effect fifteen days after its publication on April 17, 2012 in the Philippine Daily Inquirer and upon acknowledgement by the Office of the National Administrative Registry.

FAO 242 repeals FAO 159 s. of 1886 which allowed the elver exportation. The former upholds FAO 107 and 107-1 series of 1986 which earlier banned the exportation of said fishery commodity.#

DAGUPAN CITY – City Vice-Mayor Belen T. Fernandez has expressed support to the suggestion of the Dangerous Drugs Board (DDB) Chairman Antonio “Bebot” Villar for imposition of death penalty as punishment for drug pushers.

Death penalty might be an effective way of dealing with drug poblems because drug pushers might get intimidated to continue with their trade if the penalty is reinstated.

The penalty, though, might also be too harsh for people who might be wrongly convicted of the crime, she said in answer to a media query during the KBP forum held at the Philippine Information Agency recently.

It will be recalled that Villar has been campaigning for the same recently.

Villar even challenged the incoming police provincial director to make the eradication of drugs his main priority.

Both Villar and Fernandez noted that the drug trade in Sitio Silongan in Bonuan Binloc, tagged the drug hub of the city, is a problem that still needed to be solved.

Fernandez insinuated that drug pushers in the city might be backed by powerful and influential people, which might be the reason why the problem persists despite the effort of the police to stop it.

Fernandez has been awarded by the DDB last year for her efforts against illegal drugs, particulary her support for the implementation of DDB’s Barkada Kontra Droga Campaign.#
